A number of international law firms have joined the established few in recent years, following the relaxation of the rule that foreign law firms could not set up without a local partner. More are rumoured to be following suit. Firmly entrenched areSimmons & Simmons, which has had a presence in Qatar since 2003 since setting up Qatar Financial Centre, and US firmPatton Boggs LLP, which was one of the first US firms to receive permission to practise in Qatar in the same year. Newer arrivals include Eversheds LLP, Clyde & Co LLP (which has been active in the Middle East for over 20 years) and Denton Wilde Sapte in 2007, while Salans LLP, Swiss firm LALIVE in Qatar LLP and Lebanese firm Badri and Salim El Meouchi Law Firm also have a presence. Latham & Watkins LLP and DLA Piper opened the doors to their Doha offices in 2008. One to watch is White & Case LLP, which in July 2009 announced its intention to open a Doha office, to capitalise on its relationship with key Qatar companies, including Qatar Petroleum. Corporate partner Andrew Macklin will move from London to head the new enterprise.
